The City of Woodbury commissioned TKDA to provide preliminary and final design for the Radio Drive (CSAH 13) Reconstruction and Expansion Project near East Ridge High School to accommodate expected development. A primary component of the project was a traffic operations analysis of the Radio Drive and Hargis Parkway intersection to determine the appropriate traffic control and geometry. Concept layouts of a roundabout and a signalized intersection were prepared for use in comparing the alternatives. An Intersection Control Evaluation (ICE) report was prepared to document the analysis undertaken to determine the preferred alternative; in this case, a signalized intersection.
In addition to the intersection improvements, Radio Drive was widened from a two-lane rural section to a four-lane divided urban section. The project included new trails and a pedestrian underpass, storm water conveyance and treatment, water and sanitary sewer improvements and landscaping.
