TKDA is managing the highway design and repair of four separate but tied construction plans, specifications, and cost estimates for work on Mesaba Avenue (TH 194), TH 35, TH 535 and TH 61. The work involves concrete pavement repair (CPR), hydraulic repairs, ADA improvements (with signal modifications), guardrail work and repair of storm drain structures and pipes.
TKDA staff led the design of traffic signal systems, pavement marking, traffic control, and detour development. Major project tasks included project management; quality management; utility coordination; surveys and preparation of a Design Memorandum, detailed design plans, special provisions and construction cost estimates.
Four Projects:

- TH 194 (Mesaba Avenue) This portion of the project extends from 200 feet north of Central Entrance to the junction with I-35 in Duluth, a distance of 1.4 miles. Mesaba Avenue, a four-lane divided urban principal arterial connecting Central Entrance and I-35, generally runs north-south. With the cross streets running northeast-southwest, many of the intersections with Mesaba Avenue are skewed. Mesaba Avenue from a few hundred feet south of Central Entrance to I‑35 has a steep gradient. Project improvements on Mesaba Avenue include CPR work, ADA improvements and associated traffic signal revisions, guardrail work and storm sewer repair. Later in the design process, the District discovered that the Blatnik bridge required needed repairs in the summer of 2016. Funding for these repairs was not programmed. As such, the TH 194 portion of the project was carried to 90% completion and shelved for 3-4 years. Only critical drainage repairs on TH 194 will be constructed as part of this project.
- I-35 This portion of the project is 2.4 miles long and is located on northbound and southbound I-35 in Duluth from Lake Avenue to TH 61/London Road. Work includes CPR, minor drainage, thin bonded bituminous wear course and minor shoulder repair work.
- TH 61 This portion of the project is 2.8 miles long and is located on the northbound concrete lanes of TH 61 northeast of Duluth from Homestead Road to the south end of Bridge 9341 at the Knife River. Work includes CPR, minor drainage and guardrail work.
- I-535 This portion of the project is 1.1 miles long and is located on northbound and southbound I-535 in Duluth, from the north end of the Blatnik Bridge to the south ends of the ramp bridges to and from I-35. Work includes CPR, minor drainage and minor shoulder repair work. The I-535 portion of the project will be tied to Blatnik Bridge repair plans noted above.
