Itasca County wanted to find a solution to reduce utility fees for its Fairgrounds. The County hired TKDA to prepare a stormwater management plan to assess the City of Grand Rapids stormwater utility fee and determine ways to use their credit program to reduce the fee through implementation of water quality measures.
TKDA prepared a schematic design, construction cost estimates and cost/benefit analysis for water quality measures to be used to reduce the utility fee. The schematic design identified locations for rain gardens, porous pavement, underground infiltration chambers and underground grit chambers. Before proceeding with final design TKDA met with the Fair Board, County and City to identify which water quality measures were the most cost effective and had the least impact on Fair operations.
