The City of Mendota Heights retained TKDA to improve the pavement within the Wesley Lane Neighborhood and Marie Avenue between Lexington Avenue and Dodd Road. Both projects followed Minnesota Statutes 429 and involved assessments. State Aid funding was used on both projects and therefore needed to meet State Aid standards. Other coordination included private utility relocation and coordination with Dakota County for regional trail improvements.
The Wesley Neighborhood Improvements included rehabilitation of local roadways. The general improvements included full depth pavement reclamation and spot curb and gutter replacement. Several areas required soil correction. As a part of this project, a key area of trail on the adjacent Dodd Road was built. This involved filling the roadside ditch, installing a storm sewer, adding curb and gutter along Dodd Road and building the trail. The grades on Dodd Road were carefully considered so as to minimize Dodd Road impact.
In the following year, Marie Avenue was rehabilitated to provide land bridge repair, pavement and traffic improvements and trail rehabilitation.
Communication with residents was an important part of the project and included neighborhood meetings, public hearings, special in person meetings, newsletters and special flyers.
