The Anoka County Regional Railroad Authority commissioned TKDA to provide preliminary and final design services for the construction of a grade separation of Foley Boulevard (CSAH 11) and the BNSF tracks in Coon Rapids, Minnesota. The project included the reconstruction of Foley Boulevard from East River Road to east of Coon Rapids Boulevard.
TKDA completed a traffic study of the corridor to account for future traffic with a commuter rail station and an expanded Metro Transit Park & Ride lot. Preliminary design tasks included the development of access, circulation and parking options for the lot. To accommodate access management changes a backage road study investigated reconnecting affected properties to the public intersections of Foley Boulevard.
