Justino Cruz to Lead West Coast Rail Offices for TKDA

Justino Cruz, PE, has been named group manager for TKDA’s West Coast rail offices.

He comes to TKDA with more than 20 years of experience serving the rail industry, leading large scale, multi-disciplinary public improvement projects for Class 1 railroads both in the United States and Mexico.

He has experience managing all aspects of rail project design, including civil/track, structural, site mechanical, site electrical, water/wastewater permitting, roadway design, architectural and MEP, construction management services, budgets and schedules. He is an expert in track design for capital projects, including capacity improvement, yards, terminals, intermodal, and industrial development.

Justino is also an experienced manager with proven business development skills. He has successfully built and led design teams to assist clients in expanding and improving operations and capacity of Class 1 rail networks. He will lead TKDA’s West Coast rail division, which includes staff in Washington, Oregon and California, from our San Bernardino office.

He has a Masters of Engineering, Construction Engineering and Management from the University of Michigan and a Bachelors of Civil Engineering from the Universidad Iberoamericana, Mexico, DF. He is an active member of AREMA and serves on Committee 14.
