Program Manager / Senior Project Manager

Our employee-owned and multi-disciplined team of engineering and design professionals is looking for a Senior Professional Civil Engineer who has extensive capital improvement program and project management experience within the public sector (city and county government as well as transportation agencies). 

As a member of our Municipal Services team, you will primarily be responsible for coordinating activities between multiple concurrent projects by managing the main programs, giving detailed attention to program strategy, project delegation and program implementation, as well as managing multi-disciplined projects and capital improvement programs. You may lead multi-disciplined project teams, oversee the technical, quality, and safety aspects of the final design process, and be responsible for effectively managing project or program budgets as programs and projects move from conception through construction. Furthermore, you will have the opportunity to be a mentor by sharing your knowledge and professional experiences to further develop less experienced or knowledgeable team members who will work alongside of you.

Under our “Seller-Doer” approach to business development, you will collaborate with Market Managers and Group Managers to further advance our services and enhance our reputation by contributing to the development of outreach and engagement plans, cultivating / maintaining relations with public officials, tracking prospective opportunities, developing proposals, attending conferences, and delivering capabilities presentations.

**Note: For this opportunity, our preference is to find an experienced municipal / civil engineer who resides within 50 miles of our office in San Bernardino or our office in Irvine. Candidates must be able to travel locally and regionally as requested for client and project meetings. 


  • Lead the execution and delivery of transportation and municipal capital improvement programs and projects.
  • Monitor and manage program performance, risk, cost and schedule; quality review and submission of deliverables; and preparation of contract modification proposals (technical and cost).
  • Effectively align projects timings, strategies, and objectives to support the program in ways that are more beneficial than managing individual projects.
  • Act as principal point of contact with clients and senior management to assure understanding of program status, fosters resolution of problems, and coordinates efforts to assure corrective actions.
  • Manage all phases of multi-disciplined projects for technical accuracy, and adherence to budgets and schedules.
  • Supervise the development of project delivery strategies and project management planning efforts, QA/QC compliance, resource allocation, etc.
  • Support procurement activities by overseeing bid documentation, issuance of bid documentation to pre-qualified bidders, pre-bid meetings, bid analyses, and award recommendations.
  • Manage multi-discipline teams.   Coach and mentor less experienced professional team members.
  • Actively network and participate in professional organizations at the local and regional levels.

 Required Qualifications. 

  • Bachelor’s degree in Civil Engineering with an emphasis on Municipal or Transportation Engineering.
  • Professional Engineer in the State of California with a minimum of fifteen years of progressive technical design experience with various public infrastructure projects including street and roadway improvement, trail, utility, grading and drainage, and stormwater management.
  • Minimum of five years of progressive experience managing multi-disciplined projects; strong working knowledge of the project development process including coordination with other disciplines from preliminary design through construction.
  • Minimum of two years of prior experience managing capital improvement programs.
  • Comprehensive knowledge on State and Federal Contract Administration processes and procedures.
  • Understanding of legal, insurance, environmental, and safety requirements.
  • Minimum of two years of business development experience demonstrated by a track record of securing new project opportunities; prior experience cross-selling multi-disciplined consulting services and contributing to the creation of annual marketing / business development plans.
  • Ability to apply effective written and verbal communication and presentation skills when developing proposals, negotiating project contracts, preparing technical reports, leading project team meetings, and delivering client presentations.
  • Demonstrated ability to coach, mentor, and develop less experienced professionals with an emphasis on technical design standards, quality control, and/or project and program management practices.
  • Prior experience conducting and/or leading Quality Assurance/Quality Control (QAQC) reviews of municipal infrastructure projects.
  • Must possess a valid Driver’s License with a clean driving record; Ability to travel as needed for client meetings, project site visits, and conferences (occasional overnight).

Advantageous Qualifications. 

  • Registered as a Professional Engineer in additional states; Washington and Oregon a plus.
  • Previous experience contributing to or developing annual business plans and multi-year strategic plans to meet team, division, and corporate operational and financial goals.
